RPC to consider changes to 3 TIP Projects

The Rockingham Planning Commission (RPC), as the federally designated Metropolitan Transportation Organization (MPO) for the region, announces its intent to amend the Transportation Improvement Program (TIP) to account for scope, schedule and cost changes to projects. The TIP is a prioritized list of federal and state funded transportation projects cooperatively developed by NH DOT and representatives RPC communities and currently includes projects with work scheduled from fiscal years 2023 through 2026. This update helps maintain consistency with State project programming documents and the RPC Long Range Transportation Plan (LRTP). Copies of all documents are available on the RPC public engagement portal linked at https://www.publicinput.com/rpc2023tipamendments as well as the RPC website at https://www.therpc.org/TIPAmendments. Copies will also be mailed to interested parties by request.

A public comment period for the Amendments begins Friday March 29, 2024 and concludes on Tuesday, April 9, 2024. A public hearing to consider the changes and any received comments is scheduled for Wednesday April 10, 2024, beginning at 6:30 PM at the Portsmouth Public Library, 175 Parrott Avenue, Portsmouth. There is an option to participate in the meeting via zoom webinar. Please check the public engagement portal or the RPC website for the most up-to-date information on how to access the meeting. The Planning Commission will meet after the public hearing to adopt the changes to the TIP.

NOTES

  • As of July 20, 2013, all of New Hampshire is unclassifiable/attainment for the 2008 8-Hour Ozone National Ambient Air Quality Standards (the 2008 ozone standard) and as of April 6, 2015, the 1997 8-Hour Ozone National Ambient Air Quality Standard (the 1997 ozone standard) is revoked for all purposes, including transportation conformity purposes in the Boston-Manchester-Portsmouth (SE) NH area.
  • Consistent with the RPC’s Public Participation Process, this notice and comment period is also intended to meet FTA requirements for public comment on the programs of transit projects put forward by NHDOT, UNH and the COAST and CART transit systems.

The Rockingham Planning Commission in Exeter, NH has an immediate opening for a well-qualified and motivated GIS Coordinator. This full-time position provides the opportunity to grow and shape the GIS services for 27 communities in southeast New Hampshire. We are seeking a passionate and experienced GIS Coordinator to grow our geospatial technology and deliver exceptional solutions to our member communities and partners. The GIS Coordinator will be responsible for GIS project management and community engagement.

With projects ranging from transportation systems planning and land use analyses, to climate resilience and sea level rise, you will be responsible for collecting, managing, and analyzing system data for planning projects. You will also support data collection responsibilities including transportation system inventories, traffic volumes, land use and land cover data sets and others. This position will also assist in the maintenance and utilization of the region’s travel demand model for projecting future traffic conditions and to support air quality analyses.

The successful candidate will be well organized, detail-oriented and have familiarity and interest in a variety of planning topics and meet these additional qualifications:

  • Bachelor's or Master's degree in Geography, GIS, Environmental Science, or related field.
  • Minimum of 5 years of experience in GIS project management or related roles.
  • Develop and implement GIS strategies to meet project requirements.
  • Develop innovative solutions using GIS technologies.
  • Stay current with GIS technology and industry best practices.
  • Have a keen sense of mapping design, composition, and aesthetics.
  • Experience with ESRI ArcGIS products ArcgGIS Pro, ArcGIS Desktop including ArcGIS Online, and other ESRI applications. .

Be proficient in data management and organization.

Manage project timelines, budgets, and resources.

Be effective in analyzing and communicating spatial information.

Experience with Python, R, or Arcade is desirable.

Starting salary for this position will be between $70,000 and $85,000 commensurate with qualifications and experience. 2023-10-23 - Last GACIT Public Hearing in RPC Region is 10/24 - Now With Virtual Option!

The Governor’s Advisory Commission on Intermodal Transportation (GACIT) has scheduled public hearings to receive comments/testimony on transportation projects and priorities included in the draft 2025-2034 Ten Year Plan.


The Governor’s Advisory Commission on Intermodal Transportation (GACIT), which is made up of the five Executive Councilors and the Commissioner of the New Hampshire Department of Transportation (NHDOT), has scheduled public hearings throughout the state in September and October. The purpose of these Hearings is to receive public comments/testimony on transportation projects and priorities included in the draft 2025-2034 Ten-Year Transportation Improvement Plan, as recommended by the New Hampshire Department of Transportation to GACIT.

2023-10-19 - RPC Is Hiring! We Are Seeking a Transportation/ GIS Analyst to Join Our Team!

TRANSPORTATION – GIS ANALYST (October 19, 2023)

The Rockingham Planning Commission has an immediate opening for a well-qualified and motivated Transportation/GIS Analyst. This is a permanent full-time position responsible for collecting, managing, analyzing and reporting transportation systems data, and also for developing, maintaining and utilizing spatial data and GIS to support transportation and land use planning projects. Data collection responsibilities include transportation system inventories, traffic volumes, land use and land cover data sets and others. GIS related responsibilities include building and maintaining GIS datasets, maps, models, and reports. The person in this position will also assist in the maintenance and utilization of the region’s travel demand model for projecting future traffic conditions and to support air quality analyses.

The successful candidate will be well organized, detail-oriented and have familiarity and interest in a variety of transportation, land use or resource planning subjects and meet these additional qualifications:

  • Be proficient in data management, including compiling, importing, reviewing, editing, and checking GIS, transportation, and other data from a variety of sources;
  • Be effective in analyzing spatial information and communicating that information;
  • Have a keen sense of document composition and aesthetics in documents and map design;
  • Have a strong ability to both work independently and collaboratively and to interact effectively with state, regional and municipal agency staff;
  • Have completed at minimum a bachelor’s degree in transportation planning, engineering, geography, geospatial sciences or other allied technical discipline, as well as proficiency in GIS and data management or analysis;
  • Extensive experience with ESRI ArcGIS (Desktop, Pro);
  • Experience developing ArcGIS Online web maps, dashboards, and surveys;
  • Have a minimum of two years of full-time experience, or equivalent, including workplace experience in using GIS technologies (For the purposes of meeting minimum qualifications, a master’s degree may be counted as one year of required experience.

2023-09-20 - Request for Proposals - NH MPO Safety Action Plans

Proposals due October 13, 2023

The Rockingham Planning Commission, as the lead agency for a US DOT Safe Streets and Roads for All (SS4A) Planning Grant, has released a request for proposals to obtain consultant assistance in developing Safety Action Plans for the four New Hampshire MPOs (RPC, SRPC, SNHPC, and NRPC). Safety Action Plans identify roadway safety concerns for communities and regions as well as strategies and projects that can start to address those issues. Having a Safety Action Plan in place is an eligibility requirement for access to SS4A Implementation Grant funding. Development will occur over the next 12-15 months and will result in a Safety Action Plan and related products for each of the New Hampshire MPOs.

2023-09-01 - ​RPC's Household Hazardous Waste Collection Event - 10/21 in Exeter

Pre-Registation is Required

The 2023 Household Hazardous Waste Collection Event for Exeter, Stratham, Newfields, East Kingston, Epping, Seabrook and South Hampton has been scheduled for October 21, 2023, from 8:00 am - 12:00 pm.

The Rockingham Planning Commission has organized regional HHW serving communities in central Rockingham County New Hampshire since the mid 1980’s. Our program objectives include:

  • Provide convenient options for residents to safely and properly dispose of HHW.
  • Utilize Contractor services in the most cost-effective manner possible.
  • Maximize first-time participants and minimize repeat participants through education efforts.
  • Accept a wide array of HHW while encouraging alternative disposal methods for universal wastes.
  • Discourage actions that lead to unsafe disposal of HHW.
  • This regional collection serves the communities of Exeter, Stratham, Newfields, East Kingston, Epping, Seabrook and South Hampton with a combined population of 42,452. The collection is conducted in partnership with the Town of Exeter, whereby the RPC is the organizer and manager of the event and Exeter is fiscal agent, executes the NHDES household hazardous waste grant (which subsidizes the collection), and hosts the event at the Exeter Department of Public Works facility.
