Coastal Innovative Land Use Guide & Sustainability Program Framework
The Rockingham Planning Commission, in partnership with the Strafford Regional Planning Commission and New Hampshire Department of Environmental Services Coastal Program, is developing a user-friendly coastal innovative land use guide (CILUG) to inform municipal decision makers about climate change adaptation and resilience actions.
The guide will provide coastal municipalities with:
Innovative model regulations and land development standards
Companion natural resource protection measures and planning tools
Case stories of implementation successes and challenges
Examples of implementation options and strategies
The CILUG is intended to cover a wide range of adaptation and resilience issues, priorities and needs in all 17 New Hampshire’s Coastal Zone municipalities.
The CILUG will help facilitate adoption of recommended best practices by local decision makers using the best available New Hampshire based science, policy and guidance. Implementation of model regulations and standards will be supported by ready to use products (e.g. models, case studies, and examples) and provide multiple mechanisms for long-term adoption success and tracking of their effectiveness.
The project will also develop a framework for a regional sustainability and resiliency program (including a funding concept) as the long-term strategy to implement the CILUG recommendations, and more broadly to increase the capacity of coastal municipalities to adapt and thrive given the challenges posed by climate change. The regional sustainability and resiliency program will be modeled after similar initiatives undertaken in New Hampshire, Maine, Massachusetts and Rhode Island. Examples of successful regional cooperation, organization and implementation will be showcased.
