Rockingham Planning Commission Appoints David Walker as Executive Director

EXETER, N.H. November 5, 2025 – The Rockingham Planning Commission (RPC) is pleased to announce that it has appointed David Walker of Exeter, NH, to be Executive Director beginning October 6.

“We are thrilled to welcome Dave into this leadership role,” said RPC Chairperson Beth Moreau. “He’s helped so many of the communities over his years as a transportation planner and understands the region’s needs. He has proven that he can work with all stakeholders making him the ideal choice to guide the Commission through the challenges facing the region and the communities.”

The RPC is one of nine regional planning commissions in the State and provides regional land use, transportation and community planning services to 27 southeastern New Hampshire municipalities. Mr. Walker will be responsible for overall management of the agency and will work with the Commission’s highly experienced staff, its Executive Committee and community representatives on policy and strategic planning initiatives. He will succeed Tim Roache who has been hired as the Stratham Town Administrator after serving as RPC’s Executive Director for over eight years.

Mr. Walker’s career has primarily been in the field of transportation planning and he has held increasingly responsible positions at the Commission since 2000. For the last 25 years Mr. Walker has served as the Commission’s lead Transportation Planner, was promoted to Transportation Program Manager in 2010, and then to Assistant Director in 2018. Before joining the Commission Walker worked as a Transportation and Air Quality Planner in Mariposa County, California for three years. David received a Bachelor's in Political Science from the University of Vermont and a Master's in Urban and Regional Planning from the University of Hawaii. During his tenure at RPC he has played a key part in advancing regional and statewide transportation planning, coordinating multi-jurisdictional projects, and securing funding for beneficial planning studies and infrastructure improvements throughout the region.

As Executive Director, Walker will oversee the Commission’s strategic initiatives, regional planning programs, and collaborative efforts with municipalities. As a long-time employee of the Commission and a resident of Exeter, Mr. Walker is already familiar with the staff, regional characteristics, as well as the opportunities and challenges facing the Commission’s member communities. “I want to build off the successes of my predecessors in promoting regional cooperation and problem-solving. We have an experienced and dedicated staff and supportive communities that have embraced our role in providing technical support and opportunities for collaborative efforts.”, Walker commented.
