2020-03-10 - Transportation and Water Resources Internships

Rockingham Planning Commission (RPC) is seeking two interns to assist with transportation and water resource planning projects in communities within the RPC region in southeastern New Hampshire. The interns’ primary roles will be assisting staff with fieldwork inventories and data analysis for RPC’s Road Surface Management System (RSMS) and Regional Stream Crossing Assessment (RSCA) projects.
RPC’s RSMS project provides state agencies and municipalities within the region information on the road system’s condition and estimates for future maintenance costs. The main objective of this project is to identify distressed pavement manifestations such as cracking or rutting so that municipalities can look to prioritize maintenance to maximize their return on investment and road quality.
RPC’s RSCA project provides state agencies and municipalities within the region information to identify critical and hazardous crossings. The main objective of this project is to identify those stream crossings that may fail, particularly during storm events. Failures can cause infrastructure and property damage, cut off critical transportation routes, negatively affect waterways, and harm aquatic life. Knowing the condition of stream crossings can help guide municipalities and state agencies to prioritize those crossings most in need of retrofit or replacement. Results from this assessment will be incorporated into municipal and regional hazard mitigation plans, vulnerability assessments, and site-specific restoration and mitigation projects.
Other duties will include assisting with GIS projects and other regional planning projects as needed. To the extent possible, assigned projects will be related to an intern’s areas of interest.
Desired experience and skills:
- Bachelor’s Degree or coursework working towards a degree in geography, geology, hydrology, engineering, environmental planning, natural resources, water resources, or a related field.
- Practical work experience and/or dedicated coursework conducting field work for natural resource inventories or infrastructure surveys.
- Effective communication, writing, and analytical skills.
- Experience with ArcGIS software (ArcGIS Pro, ArcMap, ArcGIS Online, ArcGIS Collector) and Microsoft Office.
- A valid driver’s license.
Compensation:
The compensation rate for these positions is up to $15.00 per hour for up to 24 hours per week. Ideal candidates would be available to start in mid-May and work through at least late August. For questions or to apply, please submit a cover letter, resume, and two references by April 17, 2020 to:

2020-03-08 - *** 3/11 RPC Commissioner Meeting is POSTPONED***
In consultation with the Chair of the RPC, we have decided to postpone the March meeting due to concerns over the Coronavirus. With so much still unknown about the extent of the virus we felt it was best to postpone. There are no actionable items on the agenda. We will reschedule the agenda topics to a future meeting date. In the meantime if you have questions about any of the topics or presentations, please pass them along and I will share them with our guests.

2020-02-05 - Road Surface Management System Program Notice
Funding Available
RPC is seeking municipalities interested in participating in this summer’s RSMS Program. This program will help fund RSMS implementation. RPC is pleased to offer this service beginning May, 2020 through November, 2020. The RSMS Program will require a 50% cash match from the municipality. These funds are estimated to cover the complete implementation for most of the communities in the RPC region. Letters of interest should be submitted by Friday, March 20, 2020. 2020-01-28 - 2019 TIP Amendment #3 Proposed
15 Day Comment Period begins 01/28/2020
A 15-day public comment period for Amendment 3 to the 2019 TIP begins Tuesday, January 28, 2020 and concludes on Tuesday, February 11, 2020. A public hearing to consider the changes and any received comments is scheduled for Wednesday February 12, 2020, beginning at 7:00 PM at the Kingston Community Library (56 Church Street, Kingston). The Planning Commission will met after the public hearing and adopted the changes to the TIP. Amendment #3 considers changes to four regional projects and thirteen statewide projects and programs. 2019-11-07 - RPC Seeks Part Time Regional Planner
The Rockingham Planning Commission (RPC) is seeking a part time Regional Planner to join its tightly-knit, award-winning team. The RPC region is a vibrant landscape of rural, suburban and urban communities located in southeast New Hampshire just an hour north of Boston, minutes to the New Hampshire beaches and a short trip to the White Mountains. The RPC enjoys a close relationship with its member communities and federal, state and regional partner organizations in the fields of transportation, land use, environmental planning, public health, housing, and economic development.
The ideal candidate will have a background in urban planning at the municipal or regional level, experience with municipal land use boards, elected officials and municipal staff, and a familiarity with transportation and environmental planning. The Regional Planner will provide services directly to municipalities and land use boards and commissions including application and plan review, ordinance and regulation development, master plan preparation and work with other RPC staff on a variety of land use, transportation, economic development and environmental projects. Applicants must have excellent verbal and written communication skills and be comfortable preparing and delivering public presentations. Availability to attend evening meetings is required. The RPC fosters a work environment that encourages continued professional development in an atmosphere that promotes a healthy work/life balance.
Qualifications: A bachelors or master’s degree in Urban or Environmental Planning or a related discipline and at least three to five years of relevant professional work experience, a valid driver’s license and reliable transportation. Attendance at evening meetings is required. Hourly salary range of $27.00 to $35.00 per hour will be commensurate with experience and qualifications.

Please join us for the 2019 Rockingham Planning Commission Legislative Forum. We sponsor this annual forum so municipal officials and Rockingham Planning Commission (RPC) commissioners can meet informally with our legislative delegation to discuss issues important to the communities. The 2019 Forum (agenda) will be held on November 13, 2019 and focused on “The Case for Public Transit.”
RPC has assembled a panel of experts to discuss community and regional transit needs. Taylor Klocke, Communications and Legislative Specialist with the Community Transportation Association of America (CTAA), will lead off with a national perspective on the outlook for federal Transportation Reauthorization legislation and CTAA’s recommendations for changes to help rural and small urban areas address growing transit needs. She will also offer insights on how other small states are addressing growing senior transportation needs. Scott Bogle, Senior Transportation Planner, will follow, summarizing the statewide transit needs assessment RPC is completing with New Hampshire’s transit providers. Rad Nichols, Executive Director of COAST, will bring the discussion to the local level with a summary of their new route system, retooled to address rider and municipal needs identified through a year-long Comprehensive Operations Analysis. He’ll also speak to the ballooning demand for paratransit services mandated under the Americans with Disabilities Act (ADA), and COAST’s financial future.
